Dr. Lemuria Carter is an Associate Professor at School of Business & Economics, North Carolina Agricultural and Technical State University. Her research interestsinclude technology adoption, electronic government, online trust, cyber security,and social media utilization in the public sector. She has published in several top-tier information journals, including the Journal of Strategic Information Systems,Information Systems Journal, Communications of the ACM, Computers in Human Behavior, DATA BASE for Advances in Information Systems and Information Systems Frontiers. Her research has been funded by the Institute for Homeland Security Solutions and the IBM Center for the Business of Government. Dr. Carter’s initial study on e-government adoptionpublished in Information Systems Journal (ISJ) in 2005 is one of the most cited paperson the topic, with more than 390 Google citations and 99 ISI citations. It was reportedas the most cited paper in the history of ISJ as of January 2008 (in 2009 the journal stopped reporting this information). Dr. Carter has served as track and mini-track chair for the Americas Conference on Information Systems and the Hawaii InternationalConference on System Sciences. She has served as a guest editor of eServices Journaland currently serves as an Associate Editor of the International Journal of E-government Research.

Education

I am an Associate Professor in the Accounting and Finance Department at North Carolina A & T State University. I received a B.S. in Information Systems and Decision Sciences from Virginia State University.  I also have a M.S. and Ph.D. in Accounting Information Systems from Virginia Tech.

Research

My primary research interests include technology adoption, electronic government and the digital divide.   I also explore the impact of social media on the public sector and the factors that impact cyber security compliance in the workplace.

Personal

I am originally from Richmond, VA.  I enjoy photography and community service.  I am a member of the Concord Rotary club. I am a mentor for Big Brothers Big Sisters. And I established a non-profit organization called BooksForCollege that raises money to provide scholarships to college students.
